Project 211

The two national key disciplines―Information and Communication Engineering as well as Electronic Science and Technology―which include such five sub-disciplines as the “communication and information system”, “electromagnetic field and microwave technology”, “signal and information processing”, “electronic circuit and system” and “information security”, were successfully elected into the construction project of strong disciplines of Jiangsu-based universities and colleges in 2010. Besides, the “communication and information system” was elected among the ten top disciplines of Jiangsu province, with one more key laboratory of the Ministry of Education as well as one more technological innovation team of the Ministry of Education. Smooth progress has been made in preparation for the construction of the “National Communications Laboratory” and Nanjing-based “China Network Valley”; the construction of the national defense key laboratory for submarine sound signal processing of the Ministry of Education has begun in full swing, with the construction site adjustment and staff employing under way.

A few days ago, the National Mobile Communications Laboratory and the Millimeter Waves Laboratory passed the national review and acceptance inspection with excellent results. Various indicators were overfulfilled for the 3rd –stage construction of Project 211, and thus passed the acceptance inspection of the panel with unanimous praise of all the experts there. At present, together with our university as a whole, we are actively carrying out another round of discipline ranking. All the staff members concerned are sparing no effort in organization and materials preparation so as for another success.
 
Inspection feedback:

On March 14th, 2012, the inspection panel led by Academician Wu Peiheng with Nanjing University carried out the acceptance check of the “fundamental research platform for the new-generation wideband wireless mobile communication”, the 3rd-stage key discipline construction project of Southeast University for Project 211. The inspection panel listened to the relevant principal’s report concerning the project construction and paid a field visit to the laboratory in question. With in-depth discussion and investigation, the panel held the following opinions:  

After four years’ effort, Southeast University has completed the various tasks laid out in construction assignment document and attained the scheduled goal for the “fundamental research platform for the new-generation wideband wireless mobile communication”, the 3rd-stage key discipline construction project of SEU for Project 211.

In terms of discipline construction, the two national key disciplines―Information and Communication Engineering as well as Electronic Science and Technology―were successfully elected into the construction project of strong disciplines of Jiangsu-based universities and colleges in 2010; one more key laboratory of the Ministry of Education and one more technological innovation team of the Ministry of Education are established.

In terms of team construction, there are 2 more IEEE Fellows, 3 elected into the national “Recruitment Program of Global Experts”, 1 winner of the “National Science Fund for Distinguished Young Scholars”, 1 “Cheung Kong Scholar” Distinguished Professor of the Ministry of Education, 6 members of the New Century Talents Project of the Ministry of Education, and 1 elected among the National Famous Teachers. 77% of the faculty own the doctoral degree. 

In terms of scientific research, they have taken the lead in 1 project of the national major basic research effort (Program 973), 1 project of “Program 973” for the national defense, 1 creative group fund from the National Natural Science Foundation of China (NSFC), 2 major projects funded by NSFC, 8 projects of the National Major Special Research Subjects (Program 03), and 4 major and key projects of the National High-Tech R & D Program 863; they have also assumed various major and key projects at provincial and ministerial levels as well as projects with international cooperation, of which there has been one major project of Program 863. In addition, they have won the first prize of the National Technological Invention once, the first prize of provincial and ministerial-level technological invention for 3 times as well as the second and third prizes of provincial and ministerial-level technological invention for a few times. In the past four years, they have been granted over 160 national patents for invention, submitted a variety of standard proposals, and published nearly 300 research papers that can be indexed by SCI or EI yearly, some of which have exerted tremendous influence internationally. The scientific research funds over the past four years have totaled over 500 million RMB, with the funds of 2010 exceeding 18 million RMB. A series of key technologies with core intellectual property rights have been transferred from the laboratory to the marketplace; for instance, Gbps wireless transmission technology, which has supported the development of enterprise products, has reached the highest level of its kind, with many achievements accepted by 3GPP Standardization Body. 

In terms of talent cultivation, they have cultivated 51 post-doctors, admitted 277 PhD candidates and 1559 master degree candidates, as well as conferred the doctoral degree on 230 graduates and the master’s degree on 1166 graduates. They boast 1 national pilot area for the talent cultivation mode innovation, 1 national superior course, 3 provincial superior course, 1 first prize for teaching achievements at provincial and ministerial levels, 1 excellent teaching team, 1 dissertation elected into the “National Excellent 100 Doctoral Dissertations”, and 4 dissertations with the award nomination for the “National Excellent 100 Doctoral Dissertations”. 

In terms of academic exchanges, they have hosted over 10 large-scale international academic conferences. Apart from their academic exchanges and personnel mutual visits with altogether 20 world-famous universities of such countries as the USA, Canada, the UK, France, Germany, Sweden and Japan, they have carried out extensive cooperation with multiple internationally prestigious research institutes and enterprises, with 5 joint laboratories established.

In terms of the base construction, smooth progress has been made in preparation for the construction of the “National Communications Laboratory” and Nanjing “Wireless Valley”; and the construction of the national defense key laboratory for submarine sound signal processing of the Ministry of Education has begun in full swing.

Some outstanding achievements as follows have been achieved in the project construction:
1. Relevant achievements of the “capacity approximation transmission technology in wideband mobile communication and its industrialized application” won the first prize for invention of the Ministry of Education in 2009 and the first prize of the National Technological Invention. Successfully industrialized, the technology has been applied by Huawei to the base station products of more than 20 countries worldwide. 
2. The “research on the regulation of microwave metamaterial on electromagnetic waves” won the first prize of natural science of the Ministry of Education in 2011 and was elected among the “ten major progresses in China’s science in 2010”.
3. The “radio frequency, antenna and diversity technology in wideband mobile communication”, which promoted the development of 4G and industrialization, won the first prize for scientific and technological progress of Jiangsu Province in 2008.
Funds for the project construction, which have been in place on schedule, have been used in accordance with the administrative regulations of the State and SEU concerning special funds. Apparatus and equipment have been purchased reasonably; items in the accounts are in conformity with articles in the field; and everything goes well thanks to appropriate management.                                       
Therefore, the inspection experts agree unanimously on the acceptance of the project known as “fundamental research platform for the new-generation wideband wireless mobile communication”.
